HB162: Understanding the Kentucky Numeracy Counts Act for Elementary Schools
House Bill (HB) 162 (2024), known as the Kentucky Numeracy Counts Act, focuses on enhancing mathematics education for elementary students. The legislation emphasizes the importance of mathematics proficiency as a critical component of achieving academic goals set by Kentucky law. To achieve this, HB 162 mandates comprehensive schoolwide mathematics instruction aligned with state mathematics standards. It requires the adoption of a multitiered system of supports (MTSS) to engage students in mastering mathematical content and practices proficiently by grade 5. Additionally, the bill highlights the importance of providing high-quality, evidence-based instruction and interventions for students, particularly those in grades K-3 who need accelerated progress toward proficiency. The goal is to support students struggling with mathematics by offering diagnostic and intervention services tailored to their needs.
